Great location, disappointingly scruffy apartment

Though we were very pleased with the location of the apartment (7A) and the building, we were very disappointed with the condition of the apartment, which was dirty and in places quite dilapidated (especially the kitchen cupboards and the cupboards under the windows, which hadn't been cleaned out for a very long time). We were also expecting a dishwasher, which was not provided, and we thought that the apartment had a view over the the street, instead of which it had no view. Hardly what we would call "3-star luxury". A pity - on contacting the agency on our return they were unprepared to consdier our request for a partial refund, saying that we should have contacted them at the time - but we hadn't wanted to spoil the holiday of a lifetime by starting it with a complaint! In its favour, the bed was extremely comfortable and with a little more effort and work the apartment could indeed have merited a luxury rating. The building doormen were extremely helpful and the area had a friendly "local" feel to it. Recommended only subject to the agency doing something about the above criticisms!
Owner's Response: Our description of this unit on the site does not include either a dishwasher or a street view.
We employ full time housekeeping staff who are ready, willing and able to address any complaints. As the guest herself states she did not attempt to contact us during her stay. As a result we did not have the knowledge or the opportunity to resolve her issues.
The unit is due for painting and this will be done shortly.
