It was fine, but could had been better and more organised

Location is EXCELLENT. Apartment comfortable but would be good if we had been informed that the washing machine was (already) not working. This was the 2nd leg of our 2 weeks trip, we stayed for 6 nights and had expected to do some laundry. No alternative arrangements were offered to us for our laundry.
I remembered reading that there will be one cleaning during our stay - but when I asked for this, the contact person (who doesn't speak a word of English!), told me through an interpreter, that there won't be. I asked and only got a change of towels, on the 4th day (2 of us for 6 nights - only 2 sets of towels issued when we checked in??).
We were given instructions for our arrival - to ring his 5th floor flat doorbell when we arrive and someone will come down to show us into the 6th floor rental flat, and will give us all the information we need (Wifi, eqpmnts, etc).
Alas, this was not the case. Firstly, they were away in the province during that period and no one was there to answer the doorbell!
Secondly, the cleaning lady who was supposed to receive us, was actually in the 6th floor rental flat , and did not know when we arrived.
Nor was she able to provide us any information as she neither speaks English nor know anything about the flat, other than indicating to us that the washing machine wasn't working!
Luckily for us, their own part-time helper (who speaks English) happened to be working that afternoon on the 5th floor and let us in.
Midway in our stay, I emailed the owner and asked if the deposit can be returned to me in cash on the morning of my check-out, which he accepted and agreed. I was even given a time in the mid-morning to call on him to collect my cash. All these were arranged and confirmed through emails. To my surprise, when we met, I was then told that they will refund me through PayPal. Had I known, I would had gone off to do my last minute shopping/sightseeing, instead of hanging around in the flat the whole morning, hoping to get back my cash!
To be fair however, one promise they kept (and again which they nearly did not), was the late check out which was my only condition before I booked the apartment.
Basically, no issues with the apartment, but quite a fair bit contradictory communication / disorganised arrangements, which is a little bit upsetting.
