Clean but noisey

Clean, new condo, but probably one of the noisiest places we have ever stayed. The property is above a wine tasting room and a Taco shack. I found it funny in the paperwork left at the property that they asked us to be quiet and respectful of the businesses below. We received and email (that I had to ask for) a few days before our stay with the directions and the codes to the gate surrounding the property and the garage in which our car was to be parked. It told us to call the owner 2 hours before the 3:00 arrival time to get the code to the key box located outside the condo door, so that we could get in the condo. We had driven a long way to get there and just wanted to get in and unpack our car.
We did this and did not receive a call back. 2 hours later we called again. I think we may have called for 4 hours every different number we could with no call back. We started asking the business owers if they new the owner of the condo. We finially asked someone who knew that the owners father lived in the complex and went and got him. He let us in without telling us the code to the key box, which we had to know in order to leave the key when we left. This was on a Sunday.
I was disappointed that the owner NEVER called us back. This is not a good way to run a business. We had to call the owner on Thursday to ask for the code to the key box so that we could leave the key. At that time he expressed that he was out of town, when we got there and that he would "take care of us" regarding the gaining entry fiasco. Again I feel that this is bad business, he knew we were coming well in advance, if he was going to be out of town he should have made arrangements to get us the key code, not leave us to walk around asking people for help. Everyone we asked tried to be helpful even if they couldn't help us which was nice. On the bright side, it was nice to have a secure parking space, as this town gets crowded every day, to the point of not a parking space to be found.
After we got back home 4 days went by and again I had to email the owner to ask when we could expect our deposit back. He expressed that he was without internet or phone service for some time and would get it back to us that day. ???? What??? We had it back within 30 minutes along with an extra 25.00 for our "trouble"......
