Noise and parking fee's not paid

We stayed for a week in this apartment. We knew the resort well, since we have been there 3 times before. This time our stay was disappointing. Yes the apartment is nice, like all others in the resort, but the location is right beside a building site, with lots of noise from builders. Also the apartment is located at the street side, with a lot of traffic noise. Then there’s the balcony railing, which makes a lot of noise from resonance when there is wind coming in from the ocean. Too loud to sleep. We had this problem 2 out of the 7 nights!
One final, but important note about the owner. It was agreed and explicitly confirmed by the owner in writing that the parking expenses would be paid by the owner. But the owner was not prepared to live up to this obligation and refused to pay for the parking costs. He had given us the option to pay the rental amount through Paypal. Apparently Paypal charged him some costs for the (international) transaction. For him this was a reason not to pay the parking fee of $ 140 ($20 a day) that the hotel charges. No way that we´ll go back.
Owner's Response: The review submitted by this guest is an extreme exaggeration. I have had now over 200 families stay in my unit and more than 10 families that have rented from me more than once. None of them have complained about noise from wind or construction. In fact, there is no construction that is taking place in or around our facility. You can call the hotel to confirm. I never received any complaint from this guest about noise, and had I received a complaint about any type of noise, I would have immediately worked to resolve his concern. The motivation for our "European" guests complaint was completely motivated by his dissatisfaction to the parking fee charged, of which he is only telling half of the story. He was required by our contract to pay 50% of the rental fee in advance and 50% on arrival, as is our standard terms. He attempted to pay the fee by wire transfer and we provided all of our bank account, account number and routing number information as is typical in the US. He provided confirmation of the wire having been completed, but after nearly a week the funds were not received in our account (as occurs occasionally when someone is trying to scam us). I was very patient in holding the reservation and suggested he try the wire transfer again, but he did not want to because in spite of the transfer not being completed, his bank still charged him a large fee. I suggested he could pay by Paypal, but that in any case he would be responsible for paying the contract fee in full (ie. he was responsible for any service fees). He paid the full fee by Paypal, but refused to pay the transaction fee of $160 that I was charged. When he arrived, I offered to offset the transaction fee with the parking fee that he would be charged to he credit card. He didn't agree that he should pay any of the transaction fee. I tried to explain to him that when we agree on a set price in the US, it means you pay the full agreed upon price, regardless of the cost of his getting the fees to me by express mail, wire transfer, or pay pal. He stubbornly refused to understand this concept, then threatened revenge, and continued to harass me on a number of occasions. Fortunately, out of over 200 guests, we have never had anyone besides him that had anything but glowing comments. I am glad to provide contact information for a long list of former guests to anyone that is interested.
