Warning! Bats & Reneging Landlord, Cig. Smoke

We awoke one night to bats flying around the apartment. The only opening we could find was the chimney. The Portland area health department recommends rabies vaccination when in close proximity to bats. When we notified the landlord, we were assured that they would cover the medical cost. When the bills came in, the landlord refused to pay and had his secretary block my call. When I called his private line, he told me that he wasn't paying because it cost more than he expected and his attorney said he didn't have to. He attempted to lay the blame on us by saying that we had left a screen open. No screens were open the night of the incident. We were left to pay over $4,000 in medical bills.
Additionally, despite assurances of a quick remedy to the chimney situation, the open chimney was not corrected the entire 7 weeks we were there. We blocked it ourselves with cardboard. The apartment had windows that we could not open and one that would not close, the screens were in disrepair, both closets had a foul smell and we found large silverfish in the kitchen.
We were told that smoking was not allowed in this apartment. When we got there, the apartment was regularly filled with the smell of cigarette smoke. The management told us that other tenants could smoke in their apartments. We spent our 7 week vacation smelling other people's cigarette smoke in our living space.
This was the worst rental experience we have had, by far.
