Not Ready For Our Stay

My family arrived to a house with no electricity. The bed linens were coated in dust. However, everything else was clean. The small appliances and bath/bed linens were provided.
I dealt with Allan, who was somewhat responsive to our concerns but told me that the electricity will not be turned on by PG&E until 9pm at the earliest. I found it doubtful that PG&E would come out at 9pm to turn the electricity on. I took the liberty of calling the electricity company, and apparently no payment had been made and I was told that at best, the electricity will be turned on in 24-48 hours. The whole reason my family decided to rent a home was to have a fully functioning kitchen. An inadequate alternative was offered, and considering that there were 11 of us, a three bedroom home would not suffice.
Prior to booking our reservation, they were attentive to all my inquires about the property and I received replies in minutes. But once we were booked, it would be days before I got a response. I felt that customer service was definitely lacking once my payment went through.
Also, I ended up choosing this property because the place I originally wanted to stay at was double booked. In the end, Allan did not provide a refund that he agreed to. First, I did not get the difference from the two houses and second we didn't get the remaining amount since we chose not to stay in a house where our first day there would be without electricity.
I had to dispute my charge, and Allan was full of empty promises. He made claims that the first refund had gone through, but I checked my statements online daily, and saw no such thing. Dealing with these owners/managers has been a headache and they have been very dishonest. Luckily, my credit card company sided with me on this dispute.
This house is a product that these people are providing. It was not completely clean seeing how the bed linens were dusty and the electricity was not on. Considering that not only did we want to use the kitchen to store our food, the A/C could not be turned on...its the desert. Needless to say, we did not stay the entire duration of the reserved dates. We had to leave within hours.
I absolutely will not choose to rent from these people again.
